Who can apply?
The program is aimed at installers of photovoltaic systems who are economic operators with legal personality registered in Romania. They must have ANRE type B certification (or certifications that include type B skills) and have the installation of photovoltaic panels registered in the object of the activity.
What are the eligibility criteria?
To benefit from the RePowerEU 2024 programme, the installer must meet the following criteria:
- PersonA legallyA IregistersA In RomeANia: The installer must be an economic operator with legal personality registered in Romania.
- Relevant CAEN code: The activity of installing photovoltaic panels must be registered in the object of the activity, according to CAEN rev. 2, class 4321.
- Tested ANRE de typ B: The installer must have ANRE type B certification or certification that includes type B skills, valid on the date of submission of the registration application.
- Qualified staff: The manager must make use of at least one photovoltaic panel installer (COR code 741103) or a solar energy technician (COR code 215151).
- FARA debts to the state budget: The installer must not have debts towards the state budget at the time of enrollment in the program. Operators who have decided to stagger the payment of debts are considered eligible, provided they respect the payment schedule.

Enrollment in the RePowerEU 2024 program is simple and can be done online through the dedicated PNRR platform (Here are the main steps:
- Complete the registration application: the single registration form (Annex 5) must be completed and sent via the PNRR platform. In this form you can tick both investments, I4 and I7, with which you express your consent to participate in one or both types of investments. On the IT platform it is possible to submit only one REGISTRATION REQUEST per economic operator

- RespectA DeadlinesA: The registration deadline is November 15, 2024, 5pm. It is essential to complete the process by this date.
- CHECKA fitness: The IT system verifies the admissibility of economic operators based on the relevance of the CAEN code, the ANRE certificate and other administrative conditions.
Eligibility criteria for enrolling installers in the program
The eligibility criteria applied to applicants for funding, which will be checked through the computer program, are:
- Correctness of the Unique Registration Code/Tax Registration Code.
- Relevant to the CAEN code, the company must have the longest possible time in the field of electrical systems, calculated from the date of authorization of the relevant CAEN code for I4 investments (CAEN 4321)
- The existence of a type B license or one that includes type B skills issued by the ANRE, within its period of validity;
- Existence of debts to the state budget (including escalation decisions, if applicable).
- The CR/I DGRISSD evaluation staff will manually evaluate only economic operators who have staggered debts to the State budget, to verify compliance with the payment plan.
Budget allocated for the REPowerEU 2024 programme
The REPowerEu 2024 program will take place in two phases:
- Phase I has an allocated budget of 400,000,000 euros, the equivalent of 80,000 vouchers, of which
- Component A: 300,000,000 EURO, equal to 60,000 vouchers.
- Component B: 100,000,000 EURO, equal to 20,000 vouchers.
- Phase II, which will begin in February 2025, has an allocated budget of 210,762,268 EURO, the equivalent of approximately 42,000 vouchers
Eligible activities for installers
The REPowerEU 2024 program allows the financing of the following activities:
- installation of photovoltaic systems which have the following minimum characteristics,
- installed power of the photovoltaic panel system: minimum 3.75 kWp, each panel with a power minimum installed of 250 Wp;
- installed power inverter/inverter: minimum 4.0 kW;
- usable capacity of the electricity storage system: minimum 5 kWh;
- connections: direct current (DC) and alternating current (AC);
- load-bearing structure of the system: capable of supporting the entire system and adapted to the area in which it will be installed;
- alternative electrical panel: for connection to the existing system.
- installation of electrical energy storage systemswhich must at least meet the following characteristics:
- type of storage capacity:
- Lithium Iron Phosphate (LiFePO4),
- Standard lithium ion (Li-Ion),
- Lead acid AGM (absorbent glass mat);
- usable electricity storage capacity: 5kWh;
- discharge power: 3.5 kW;
- charging power: 3.74 kW;
- charge-discharge cycles (number): 5000;
- conversion system efficiency: 90%;
