Market liberalization and change of suppliers?


In 3 months the liberalization of the electricity market will begin and changing suppliers will become even more interesting. The date we are talking about is January 1, 2021. What does market liberalization mean? Currently there are 2 types of consumers: those who receive energy from traditional suppliers/suppliers of last resort (FUI) (Enel, Electrica, CEZ and E.On) e those who have chosen an independent supplier and are part of the competitive market.

At the moment there are 6 million consumers who are part of the first category of consumers, those who subscribe to classic suppliers, many of them are undecided about this change. What should you know about changing the classic supplier to an independent one?

There is the option to stay with the current supplierbut it is possible that prices will change and you may have to pay more than before. You should know in this case that prices are regulated by the ANRE every year and are fixed, regardless of price fluctuations in the energy sector.

What are the amounts on your invoice?

We all know those indecipherable numbers we receive on every bill. While we tend to only look at the final amount, it’s important that we all understand what each part of the amount we pay represents and who collects it. Therefore, the invoice collects:

  • Active electrical energy: the price charged by the supplier to cover the costs of purchasing electricity and other own operating costs.
  • Shipping Rate: the amount that the supplier owes to the energy transport system (Transelectrica SA) for the transport of the energy consumed by you from the place of production to the place of consumption. This cost is regulated by ANRE and has the same value for any energy supplier in Romania.
  • Distribution Rate: the fee owed by the supplier to the electricity distribution manager, for withdrawing energy from the transport network and distributing it through the electricity networks of the distributors to the places of energy consumption. Each distribution operator has a different distribution tariff, also established by the ANRE, and this tariff is collected monthly by any electricity supplier.
  • The contribution for high-efficiency cogeneration: the fee charged by the supplier and forwarded to the energy transport operator. At the basis of this contribution is a support scheme for cogeneration producers of electrical and thermal energy, to encourage this type of production. Of course, this tariff is also set by the ANRE and is charged to any electricity consumer in the country.
  • Green Certificates: fees charged by the supplier and sent to producers of electricity from renewable sources. This is also based on a support regime for producers of electricity from renewable sources, the scheme established by the Romanian state to encourage this type of production. It is also a fee collected by any energy supplier in Romania.
  • Excise duty is the tax charged by the state for the electricity you have consumed. It is a fee established by the tax legislation in force and is collected by all suppliers in Romania.
